the minimum spend for 2012 was 120 million.
all we need to do is focus on the adjusted value of that for 2013.
the roll over, I don't think, really affects us much, it affects the teams that actually spend money.

let me know if I'm on the right track.

So lets say the CAP is set at 123 mil for 2013, and Say Owner X only elects to spent 100 mil on his roster, does that mean the teams Cap number for 2014 is 23 million plus whatever the NFL sets 2014's number at?

Sounds right to me. Difference is your Ravens will spend to the cap, while my Bengals will only spend to the floor. That's why you win Super Bowls and we struggle along.

The 89% cap floor has to be hit as an AVERAGE over the 4 seasons. So, a team could spend 70% 1 season, 100% the next, etc. They do not have to spend at least 89% every year...they just have to be at an 89% average at the end of the time period. If they aren't....the monies that would be needed to equal an 89 average is distributed equally amongst the players on that team.

Mike Brown will not spend a penny more than the 89%. He can "roll over" eleventy billion if he wishes. 89% of the cap is less than 100% of the cap. He'll pocket the rest.

Here's a real simple example

Cap is 500 million over that 4 years...

Ravens will spend - 500 million
Bengals will spend - 445 million (89%)

Mikey pockets 55 mil and is in compliance. Mikey chooses not to build an indoor practice facility or let his players have free gatorade.
