They get to pick in that order. Generally they try to take the best available, but if 2-3 teams are close (from one conference) the default is always...

Bowls can pick who they want as long as they aren't picking a team two less losses.

In other words, they can't pick a 6-6 team for the Gator Bowl if there is an 8-4 ahead of them.



*This is how I understand it. I could be wrong however.

Not entirely true. As of 2007 bowls with B10 tie-ins cannot take anyone they want. The teams have to be within 1 game of each other in overrall record or have a better conference record for a bowl to skip a team. Ie a bowl couldnt take a 6-6 Nebraska ahead of an 8-4 Northwestern or a 7-5 Michigan ahead of a 9-3 Purdue etc etc. This is actually callled the " Iowa rule" since in 2006 Iowa at 6-6 and 2-6 in the B10 jumped 4 teams ahead of them to got to the Alamo bowl which was 1 year after a 7-4 Iowa team jumped Michigan for the Outback Bowl. The bowls were basically taking the teams that travelled better ahead of the teams with better records.

Yep, only exception is if a team has a better conference record like say Nebraska went 1-3 OOC but 7-1 ( 8-4) in the B10 and NW went 4-0 in OOC and 6-2 in the B10 ( 10-2). At that point a bowl could still take Nebraska ahead of NW.
