There are two situations where using the weakest lineup possible to rest the starters might make sense as a strategy: Either when your #5 starter is on the mound (essentially, a throw-away game), or when your ace is pitching (essentially, hoping that good pitching can bail out poor hitting).

From the standpoint of season ERA and WHIP, I guess Buck was thinking about the latter?
