It'll take some pretty unremarkable seasons from the top starting pitchers. Wade Davis had a 1.00 ERA and 0.94 ERA in two seasons and finished no higher than 6th in the CYA voting. Granted Britton is rocking a 773 ERA+. All it takes is a couple of runs in an inning (or less) to bump a reliver's ERA up though.

they've been outscored by 28 runs this season and just gave up two very good relievers to rebuild, effectively downgrading their only real strength

It wouldn't be the first time a team with a negative run differential made the playoffs, but it's pretty damn rare.

I know at the all star break they said the Yankees and Phillies had the biggest plus differential between records and parthagian(sp) records. This year

The ORIOLES won 93 games in 2012 with a (+7) differential. 93 games, not just eking in...

They literally won every single 1 run game they played.
