Targeting and Making Forcible Contact to Head or Neck Area of a Defenseless Player ARTICLE 4. No player shall target and make forcible contact to the head or neck area of a defenseless opponent (See Note 2 below) with the helmet, forearm, hand, fist, elbow or shoulder. This foul requires that there be at least one indicator of targeting (See Note 1 below).

When in question, it is a foul (Rules 2-27-14 and 9-6). (A.R. 9-1-4-I-VI) Note 1: “Targeting” means that a player takes aim at an opponent for purposes of attacking with forcible contact that goes beyond making a legal tackle or a legal block or playing the ball. Some indicators of targeting include but are not limited to:

• Launch—a player leaving his feet to attack an opponent by an upward and forward thrust of the body to make forcible contact in the head or neck area
• A crouch followed by an upward and forward thrust to attack with forcible contact at the head or neck area, even though one or both feet are still on the ground
• Leading with helmet, shoulder, forearm, fist, hand or elbow to attack with forcible contact at the head or neck area
• Lowering the head before attacking by initiating forcible contact with the crown of the helmet

Textbook example of targeting, imho.

There was no helmet to helmet contact, WATCH the replay......the WR ran INTO HIS SHOULDER PAD

That's not targetting no matter how badly you want it to be. This is why none of you are refs. The replay is pretty CLEAR.
Nothing to do with helmet. U can't hit a dude in the head. He did. Stupid rule either way

seems to be a 50-50 split on if it was targeting or not

Always hate the targeting call. Personal they should mandate an attempt to wrap. That you can enforce.

Does not matter. See post 541 for entire rule, but here is the one that applies:
Leading with helmet, shoulder, forearm, fist, hand or elbow to attack with forcible contact at the head or neck area

The rule:
"Launching into a player to hit them in the head; contact above the shoulders on a defenseless player"

By the letter of the law, that's targeting. Says nothing about leading with shoulder or helmet.

Wow. Some of you are idiots. He didn't lead with his head, he pulled up, and the receiver just happened to run into his shoulder pad. That was not targeting by any definition. Just because the kid got hurt, you guys want a flag. It's football, people.
I think it's a questionable call but the targeting rule does not require leading with the head. Might want to read the rule before you accuse others of ignorance.

The DB pulled up to avoid the nasty helmet to helmet hit. That's the whole fucking point of the targeting rule. Jesus Christ, wtf are y'all looking at?

Not sure I disagree, but you realize that a hit in the head on a WR going down and a hit in the chest is a difference of a fraction of a second
