I'm not saying it will be Maggie. I'd say she's 3rd or 4th least likely, BUT a pregnant woman and a baby would use up a lot of resources and probably wouldn't contribute much to the society anytime soon. So if they really wanted to get Negan over like some of the Game of Thrones villains (which I'm sure they don't, but just saying) there would be some logic as to why an evil character would choose to dispose of her.
