Nets and others that are good with this- I have always wondered what it cost just to sign some one off the street. For example, last week we signed a long snapper. Today we cut him to make room for a DLineman. This happens a lot in preseason. The guy had to make some kind of money before he was cut.

Depends on if he got any kind of signing bonus or not. Until the season starts, the only money that will go against the cap no matter what is signing bonus money. So if he signed a deal for $1 million with no signing bonus, and you cut him the next day, he counts nothing against the cap for this season.

Come the regular season, any signing bonus PLUS any game checks he actually collected count against the cap. So if the same guy signed for $1 million base plus a $250k signing bonus and was cut in week two. His total cap cost would be $250k plus $125k for the two game checks. Assuming he wasnt a VET who would have been guaranteed the $1 million if he was on roster when the season started. In which case if his entire base was guaranteed, his total cap charge would be $1.25 million no matter what in this case. This is why you might not see some vets like Waters actually signed until after week one. So that their entire salary isnt guaranteed.
