Yes, the horns are ruining watching soccer. Just a bunch of monotone noise the entire game. Takes away from the singing, the yelling, and the passion you normally here from a crowd at a soccer game, which is SO far beyond anything you'd here at any football, hockey, or baseball game.

They were talking about banning them. I guess they didn't.

FIFA Rule 287.5 Noise Devices

Stadium authorities shall prevent attendants from bringing any type of horn device or inflatable clapping device to any FIFA event. Stadium authorities shall promptly remove such devices from attendants in the event they possess and attempt to use them inside the facility during the match.

Furthermore, no fan delivering a "cockpunch" to any attendant possessing these devices shall be prosecuted or removed. A cockpunch is defined as any closed fist punching motion to the scrotum or penis.
