Think of moving Canadian players to low-tax states if you want to poach them.
Canadian taxes are one of the reasons Canada hasn't won a Cup since 1993. I can’t think of a decent rink here in Delaware either, not even a high school rink.
New Jersey? Fugettaboutit. People move here to get away from taxes, too.
I don't want to dismiss the low-tax state advantage totally out of hand, but there also seems to be a lot of recency bias as well. Florida especially was pretty terrible until the last few seasons, some very good trades by Bill Zito is the main reason the Panthers have been an excellent team the last three or four seasons. Tampa Bay won the Cup way back in 2004 and then had a pretty lean 15 years or so before making three straight trips to the Cup Finals.
Good non-meddling ownership and a management team that is not afraid to make smart, tough decisions are the real key to success.

That top core has nothing to do with state taxes, just great work from their front office.
