It is not a buyer's market now.Because with so many teams tanking “Astros style” this year, it’s going to be a buyers market in July. The guys you trade to good teams won’t bring as much back as they normally would and the guys you receive from spares or bad teams probably won’t cost as many prospects. The league is very top heavy this year. I don’t think I’ve seen so many “bad” teams in the American League all at once before.
The rangers should look for their starters for the next year or two NOW or at least within the next few weeks.
The Kirkman situation was bad for a different reason. It took about 10 years to give up on him. He wasn't as bad as Moore and Smyly, they just wouldn't ever give up.When I saw it.....

All smyly did while he was here is walk the bases loaded, turn winnable games into demoralizing blowout losses, exhaust the bullpen every 5th day, give up endless home runs and had a negative attitude about it the whole time.
His tenure compares to Matt Moore and Michael kirkman on the “terrible” rangers pitcher scale. The guy REALLY sucked.

There are usually decent free agents to be had and we have the money to get them. Since there is no rush to get them, nothing is hurt by waiting until November.

Looking at the standings there are only 6 or 7 teams playing so badly that you would have to assume that they have no hope for even next year. It could be argued that the other 22 or 23 teams could use a controllable pitcher to help them next season. If the market is for a pitcher to help next year and beyond then I don't think those numbers lend themselves to being described as a buyer's market.It will be. Just wait.

I haven't looked into each teams assets and needs, but I am willing to bet the decent controllable pitchers on those 6 or 7 teams are outnumbered greatly by the needs on those other 22 or 23 teams.
Then you can't make the assumption the Rangers should either.You can’t make the assumption that all 22 or 23 of those teams will be buyers in the trade deadline tho. Based on the standings, I predict a lot more sellers than buyers.
Playoff quality? Occasionally against mediocre pitching but when they run into better than average pitching they look like the minor league team they are
