Who will be the < .500 teams that Top 10 teams don't want to overlook?

Kansas and Illinois will probably suck enough that most teams that finish 10+ wins would still dominate with their scout team. But there are those that are one year away or one year removed from having some success, just not this season, but has enough talent to beat anybody. Who would those teams be?
