I think Carroll is too conservative and old school for the modern NFL. He's lucky that he has a Hall of Fame QB. He also says he loves close games, which might be his way of rationalizing why he makes conservative decisions.

He's risk averse. You can do that shit when you have hall of famers all over the field. He didn't adjust. These games are him looking for turnovers that aren't going to come because there isn't a hof corner and fs and a guy who would have been a hof'er at ss out there. It turns into this shit.
