Realistically they had one good year in 2015. Larry Fedora is all hype. If you can't consistently put the talent on the field. They also recently had sanctions which could have limited recruits going there. Being a basketball school will normally kill your football program. Dave Doren at NCSU is also taking a lot of the talent from the state. They aren't able to recruit out of state, and NC does t have enough in state talent. So they, along with NCSU, Duke, and Wake will never have more than flash in the pan seasons.

UNC had one really good year, a year where they played 2 FCS opponents and lost to a South Carolina team that would go on to win a total of 3 games in 2015(UNC, their FCS opponent and a UCF team that went 0-12).

When was UNC ever the crop of the ACC?

And as for their return to normalcy, big time programs will usually struggle when losing a QB that was a top 3 draft pick, much less a middle tier P5 program, not to mention pretty much every impact player from 2015 and last season now being gone, and it was predictable.

UNC isn't a team that can just reload. They have to rebuild.

North Carolina has had something like 18 season ending injuries. Tough to play when you lose over 20% of the scholarship players.

Not to mention, John Papuchis is the DC.

Scratch that. In 2015, South Carolina lost to their FCS opponent. They beat Vandy for that third win.

NCSU isn't the problem with UNC's in-state recruiting. In an average recruiting year, NCSU usually only lands 3 of NC's top 25 players.

It is schools like Clemson, Oklahoma, Georgia, Florida State, etc. who consistently grab the top players. NC usually averages about 13-14 4*/5* players each year, and most of those kids end up going out of state, because good players want to play for good programs. Weird concept.

Also, if UNC or NCSU ever got their shit together, then Duke and Wake would become a small insect to them on the recruiting trail.

UNC's stadium is also empty...a lot. NCSU usually doesn't have trouble filling their stadium against decent opponents, but UNC does. I have a theory that their status as a blue blood in men's basketball has made the average UNC unwilling to be passionate about an up and down football program.
