Who could they get to host the WC on such short notice is part of the issue with that idea. Even if they found somebody else to host, then you'd have to deal with the question of what to do with Russia since they were supposedly automatically qualified. Do you give them a spot in the field anyway or do you ban them from the 2018 WC entirely?
