I have ridiculed Ken Starr for quite a few years on how he handles things. He is a lawyer that knows how to play the system. He will play it, deny everything, delay everything until the witnesses and plaintiffs give up or just flat out die of old age. He truly does not care about other people, he only cares about his ego and his legacy. He does not believe in doing the right thing.

The only thing that will change the culture is if the federal government grew the gnads to actually cut federal funding for student financial aid and research grants from NSF and NIH, etc. I don't see that happenening any time soon, but until schools face real threats like this, they will continue the abuses.
