The 3 that PS missed are tough. 2 lower-end HOFers and one not associated with the time frame in question.

This is his first REALLY bad year. And he is 37.

I doubt he makes it to the Hall, but he was a good pitcher for a long time.
He came up at an older age. Hard to be a HOFer when you don’t hold down a spot in a rotation until you’re 27.

They would have been in time out during his warmup. When the ballgame officially resumed, there would have been another pitcher of record. So, no, he didn't throw the shortest number if pitches.
