Not sure Pittsburgh could afford 9 to 10 million a year for him.

I get that but that's if Wallace signed the tender. Doesnt he have the right to not sign the tender offered by Cinci if he doesnt want to play for the Bengals?

Well, sure. But that means he got no other offers from any other teams either, and Pittsburgh made a good offer. Wallace from all his interview answers keeps saying this is a business first, and while his heart will be in Pittsburgh, he will basically follow the almighty dollar.

Money being right for the Bengals would mean overpaying. Regardless I really couldnt see Wallace snubbing Pitt in favor of Cinci. A knucklehead like DeSean Jackson maybe.

Yep.... The Bengals rarely overpay (except for their own average players) and that's why they aren't as active in FA.
