You need to focus on the word, STARK.

Stark, Miss, is the complete opposite of Glitzy Las Vegas. It is Stark there.

Stark = severe or bare in appearance.

it is their way of saying it's a party there. I went to eastern illinois and everybody called it chuckvegas since it is in Charleston. it is nothing like vegas either..
