According to ESPN Ravens reporter Jamison Hensley, one unnamed NFL team "seriously considered" signing free agent Ray Rice earlier this offseason, before ownership stepped in to nix the deal.
The owner of the undisclosed team had "concerns about public reaction to signing (Rice) given the taped incident" of domestic violence. Although that deal fell through, it's an indication that teams are indeed giving Rice consideration, even if they aren't being widely reported amongst the media. Currently training in Connecticut, Rice sounds willing to play for a minimum NFL salary.
