Who cares if there's a 'rule' if no one ever abides by it or enforces it? FIFA needs to step up and be stricter on this

FIFA can roll out guidance on how to handle these situations and it would be adopted across all leagues. Saying they don't have anything to do with the EPL is like saying congress passing federal law would have nothing to do with your municipality.

FIFA > UEFA > FA > EPL
