it's a waiver system that uses blind bids instead of a pick order.

everyone has the same budget to begin with... you bid on a free agent during the waiver process, if you bid the highest, you get him.

No. It is not a crapshoot. It requires owners to strategically bid on free agents. It is a great system because everyone has equal chance. You just have to outbid the other owners to win your player. Bidding on guys before they become key adds is the way to go.
