I remember a game, years ago, when the old Patriots were playing the old Baltimore Colts. How old? Bert Jones was quarterback for the Colts, and we'll, they hadn't snuck out of Baltimore yet.
Both teams absolutely sucked, but this was the last game of the season and a high draft pick was on the line. I remember watching Jones laughing as he tossed up one wounded duck after another, and the Patriots defense didn't even try to intercept them. It was disgraceful.
I think that when teams are determined to be tanking intentionally, they should have their draft picks for the next season moved to number 32. Any team that had already done a trade for that pick should get a compensatory pick, too.
