I don't know about where she lives, but in my area, pizza boxes aren't recyclable due to food stuff on them

Yep truly depends on the area. But most times they are not recyclable.

what municipality do you live in?
It is weird that a neighbouring city/town can have different rules around recycling but it happens when you have different garbage/recycling operators contracted versus city staffed operations.

We have green waste recycling (they collect the rolling bins weekly) and food waste can go in the bins along with cardboard pizza boxes
