Because being "the whole package" doesn't mean much.
the fact he got one vote for top 5 kinda proves the whole package does mean something.

Terrell Davis - injury is the only reason he's 5th. Had he stayed injury free, he could easily be #1.

Barry was the best runner not the best running back. Faulk was the best running back during the 90s

I don't know. Faulk never had a 2,000 yard season, or 20 TDs in a season. He was definitely better receiving out of the backfield, but I think TD was the better back.
Here are their career stats:

Terrell Davis 7,607 rushing yards (4.6 YPC), 169 receptions (7.6 YPC)

Marshall Faulk 12,279 rushing yards, (4.3 YPC), 767 receptions (9.0 YPC). Faulk did have 18 rushing TDs in 2000.

Also catching the ball out of the backfield is part of a RB's job.

I have a Top 3 and 3 going for 4th that I switched back and forth.

My #1 is Barry Sanders. He was that team. Yeah, he had an okay QB in Scott Mitchell, who was horrible compared to Elway and Aikman. Horrible OL and no amazing WR. Sanders never once finished a season under 1,000 rushing yards and six 10+ TD seasons. If he had the talent TD and Emmitt had around him, who knows how many TDs he would have had.

My #2 is Mike Alstott. Of course he doesn't have the stats the other RBs have, he was a fullback. When he lined up 3rd and short or they were going for it on 4th and short, everyone knew he was getting the ball right up the middle and got it nearly every time. I would say he was a FB far better than the team's HB.

My #3 is Emmitt Smith. Yes, he had the talent around him like Davis, but Smith did it through the entire decade. Davis had 2 seasons of 20+ rushing TDs in the 90s. Didn't have a 2,000 yard season, but only 1x in the 90s had < 1,000 yards. So, it was his longevity that put him above Davis. Take away all that talent, his stats didn't come close to Sanders.

Now it came down to Davis, George, and Thomas. I see Thomas and Davis very similar. Both were great RBs for great teams that were loaded with talent. George doesn't have the stats of Davis and Thomas, but also didn't have the talent around him until the 2000s. However, Davis only had 4 healthy years (which were his 1st 4 years and were the end of the 1990s). Thomas had 7 seasons in the 1990s of 1,000+ rushing yards.
