You are taking this way too literally. It is a general point. In all sports winning the championship is the objective. Yes some teams in basketball tank to create a better chance to win in the future. They accept the season will be a failure.

In the NBA right now, there are less then 5 teams that have a legit shot to win it all.
In reality this season, it was 3.
Some teams made strides towards hopefully future bigger things.
Those teams seasons were def not busts.
