Would need a little more info than that. Like is the actual meter going down and you don't know why? The sound itself goes down without the sound levels being changed? etc.

The problem with general sound questions is there can be 3-4 different places where sound is adjusted depending on the system. And windows 8 throws more potential issues in the ring.
