They thought he had illegally called for a fair catch because they apparently thought the ball had bounced.

1: Because he is Pete Carrol.

2: Apparently there is a rule for some unknown reason that states that if a kick is kicked into the ground, one is not allowed to signal for (or make) a fair catch. Perhaps somewhere some analogy with tipped passes is to be made...

I knew the rule, but thought the refs had eyes.

I will have to admit I had not heard of said rule.

They did, the Rams gave them two fumbles late in the game. The Rams won that game, Seattle didn't lose it.
