1: Why Carrol onside kicked that?
2: Why they called a penalty on said kick (though it was taken back)

They thought he had illegally called for a fair catch because they apparently thought the ball had bounced.

I don't get the onside kick at all. When you have one of the league's best defenses, force the Rams to beat you.
