It's not some scientific detailed thing I just kind of have them pegged that way, along with Pittsburgh, Florida, and other perennial mediocre to bad teams that play in 'small markets' and so have to run on a model of trading young talent away right before they have to pay them. What do they trade their emergent stars for? Prospects.
