If wind causes a ball on a green to move, then they cannot play. It's as simple as that. You can't putt on a green when you address the ball and it's moving.

I grew up playing with DA Points. Turned pro in 1998. Ran out of "gas" in 2007-2008. My family WASN'T crazy wealthy.
