Having said all this, who outside Higgins would be an excellent complement to Terry?
Terry would be the compliment to whomever they pick up.

Terry who??
I can't even take you seriously on this topic.... and if you wanna get technical, the true requirement for being a number one receiver in the league is to be one of the top 32 receivers, which means there's a team out there you'd be the top guy on. Whatever other criteria you use is nonsensical and completely made up in your head.

WR1 vs WR2 is subjective. I saw Art Monk was called a WR1 and Clark was WR2 so I guess that made Sanders WR3 following that logic. JMO but Clark was the guy that made big plays and was the lead receiver. At the time Monk was also a great WR but back in that day we called him a possession receiver. Nothing wrong with that, they were both important to the team.

Terry has been WR1 here in Washington as long as he has been here. When you think of the crap he had for QBs it is even more impressive.

Perhaps if you kept up, that nonsense would make more sense to you. Nobody has ever directly said, suggested, or intimated, that Terry McLaurin wasn't a WR1 on this team. In fact, I'll write it in bold letters for you... TERRY McLAURIN IS THE WR1 IN WASHINGTON, or if you prefer, TERRY MCLAURIN IS A WR1 IN WASHINGTON.

Ok, what #1 outside Higgins would complement Terry?
Considering the age, among other assets, that's a hard call to make. Give me a few to see who might be available. I identified Higgins before the season began and there weren't many others who fit the bill. Right now... since I haven't done a leaguewide background, my best guess is a draftee, but give me a few.

mmm, why?
His 8 years of experience for one, the fact that he produced in Detroit, given our current lack of experience outside Terry, and he could rotate with N. Brown, D. Brown and Luke. Those 5 would work for me. A little more Sinnot at TE wouldn't hurt either.
8 seasons, 112 games played, 232 rec, 20 TD's.
6"3, 195 lbs.
