Likely waiting to see what guys get signed for around them before finalizing a deal. Framework is already in place from the CBA, fighting over length and peanuts or bonuses now.

I definitely wouldn't be worried. They are still reporting for rookie camp from what I understand and with the CBA set up rookies really don't have a ton of wiggle room in negotiations. Only thing they can really argue over is some of the bonus money and even that is mostly locked in.

Also Derek Carr retired today.

Not at all. Historically we usually wait to sign our first and second round pick. Since it is rookie mini camp they can still participate. They need to be signed after this to participate and they will be.
