Feeney and Victor together are pretty good. That kid TF12 was posting stats for is doing something. There are a few solid LB's in the conf. Really not sure who'd I say is the 'best'. It's kind of a subjective position IMO.

Blake Martinez has had a few iffy weeks since he was "targeted". Not saying he is the best, but he is a contender in the PAC.
