The difference is Bell likely isn't coming in until you give him $17 million a year and Steelers would get a 3rd round comp pick for him when he's signed away in free agency so you would have to give them something worth more than a end of the round 3rd.
Isn't the comp pick dependent on total in coming and out going FAs?

There's no released formula, but according to overthecap it's based on comparative free agents. In short, unless they sign a 3rd round guy they get the pick unless he just falls off a cliff in 2019.
