I was in favor of larger rinks for that reason 10 years ago. The idea had been brought up many times but no one in the league seems to like it.

I wonder if anyone has taken the step to look at the gear. I know that it has "improved" in lightness and durability, but I wonder if recent re-designs have anything to do with it.

I never played against anyone with hard shell shoulder pads, or the hard capped elbow pads, and no one I ever played with got a concussion. (Granted, that's a big "that we know of" there...)

Is it the helmets themselves? Lighter materials not as forgiving?

It would likely create a lot of issues with minor leagues, because they'd have to change it up as well as juniors and all the way down the line. But it, along with equipment modification, makes too much sense to ignore. These are EASY solutions.

It's not that it's 50 seats. It's fifty expensive seats. No owner will go along because fifty seats down there are worth 500 seats up top.

I personally would love larger rinks.

The thing with helmets in hockey, is that they're so light it's not preventing much of the forces that cause concussions. They're really there to protect from pucks/sticks, because a flying elbow to the temple/nose/chops isn't really protected much by a helmet. The head hitting the ice is another benefit, but they'd have to be HEAVY duty to make a big difference. Heck, these most recent ones wouldn't be prevented by heavier helmets most likely. Maybe minor changes can occur in injuries, but they'd have to be hefty helmets.
