I know he has been working with 3rd team and been somewhat invisible, but the fact he couldn't be placed on PUP really hurt his chances of making this team since he is obviously not fully recovered from his injury.
I really liked Shipley, kind of sad that injury derailed his Bengal career. Same old story, just a different year. We always seem to have one promising prospect get injuried and see his career go down the tubes it seems every other year or so.

I cant believe it, I would have put him on the IR as to keep him from getting snatched up by another team. This move is going to come back and bite us in the ass once he's healthy.

He would have had to agree to go on IR. Chances are, if the Bengals wanted to IR him, he would have sued and forced them to an injury settlement to release him.
He also clearly felt he was ready to return to camp, as he approved being removed from the PUP and practicing. So, sounds like he's wanting to earn a spot. If that is the case, cutting him now gives him a better chance to land somewhere else before the season starts.
