My money is on Michigan since they just came out with a whole new set of rules because of Harbaugh's skirting around them.

It has always been that way. Once upon a time, the NCAA was so pissed at the SWC for cheating they gave SMU the death penalty. Even though, they were just doing what the rest of us had been doing for years.
