Only teams that have 9 home games are eligible to lose a home game to International games.

Teams can volunteer for more than one game. (Jags). But can’t be selected for multiple games overseas in a single season. They also can block certain home matchups from being selected. But I don’t know how many blocks a franchise gets.

No team has a veto, but some teams are more willing to play outside the US than others. Over the last 10+ years playing in the 'International Series' has been part of the application for Stadia upgrade money from the NFL and Super Bowl location. The Bills will have to give up a home game for their new stadium. Beyond that it'll be interesting to see if anyone else wants in.
