Maybe I don't understand his ratings?
Oregon and USC were basically in a dead heat for the PAC title with USC winning the head to head, but Oregon winning the PAC title because of a slightly better winning percentage. So I could see USC ranked ahead of Oregon, but not Colorado.
KenPom looks at offensive and defensive efficiency throughout the years so MOV comes into play. It’s a predictive model so it’s not meant to reflect the standings.
That said, Oregon’s numbers have gone way up since Richardson came back. They were in the 40s before he played. My guess is if he played the whole year, Oregon would be higher up the ratings
