Presumably the order applies too. I would imagine there have been games where a team led 17-0 early and the other team came back to win 31-17 or something.

And they haven't traded him. Because it isn't so much that he's on the block, as it is they're willing to trade him. They aren't (likely) calling teams up to see what they can get. Teams are calling Cleveland with offers.
