EVERYONE has trouble breaking up with people. It's not enjoyable for anyone. That said it's an extremely simple two-step process - inform the person you don't want to date them anymore and then, don't date them anymore.

Mature people bite the bullet and show respect to the person they are with before they move on to someone else (laying groundwork, cheating, etc). That and some people tell others they want to break up with someone to get attention/affection from others when they don't really plan on or aren't sure about breaking up with the other person. Either one of these are huge red flags, which is why I said and stand by - run, don't walk, away from this one.

You may be right, but fact is she doesn't want to go and risk things while she still has a boyfriend even if things aren't all happy right now, so she is respecting him by not doing anything until she figures out what she wants to do. Yeah, no one likes breaking up with someone else, but when you regret that discision and someone is a huge dick about it then it makes it somewhat harder.
