And I am trying and failing to think of a non-war player that has stayed away that long, only then to come back.

Mr. Ball Four, Jim Bouton, quit the game in 1970. Then in 1978 ( after learning the knuckler ), he came back in 1978 and had a decent end season run with the Braves.

He only made 26 starts in 2003, but he had 9 complete games (led the AL), three of which were < 100 pitch performances (in 9 IP). He had 25 CGs from 01-05. Roy Oswalt has 20 career complete games.
