How about a taper down reset
draft. You can only draft a HOF player after every 4th pick, when your turn resets, and each player you pick after your HOF must have payed in less Pro Bowls than your previous pick. For example, Ritz takes Moss in the first, and Moss had 8 Pro Bowls. His 2nd rounder must be non HOF with 7 or less, 3rd less than 2nd and 4th less than 3rd. Then on his 5th, he must take a HOFer and reset his pro bowl number off that pick

How about this? We build our stipulations for this draft. Set an order and in the first round, we don't actually draft anyone. We set out a stipulation, like the first pick would be say, 1970 to current. 2nd pick would be no MVPs. 3rd pick would be 1 player from each team, 4th pick would be 2 wildcard picks, and so on. When we end the 1st round, we have the stipulations and whoever had the last pick, starts the draft in the 2nd round.
