I got a penalty for that in high school once. I was being hooked, slashed, raped, etc. skating with the puck into their zone and decided to look at the ref and notice he somehow didn't have his arm up. I was so pissed I just decided to stop and punch the guy pestering me.

I punched air. And got a penalty.
