If just grabbing a guy by the back of the pads on the collar is such a risk to health that it needs to be penalized 15 and a fresh set of downs, how can they let a situation continue where a guy can get his head snapped back by his hair at the speed to elite athletes?

As rules state if you bring down a defender by the upper shoulder pads that is a penalty. If you choose to grow hair that can be used as a tool to which the opposing player can utilize to tackle you, it’s your own damn fault.
