either one.
there is a rule about having forward progress (or momentum) towards the net... stops people from going around the net, or stopping altogether, or stickhandling in front of the minute for 5 minutes until the goalie falls over.... but there is some creative leeway on the 'forward' part of it.
remember malik's goal? puck went back between his legs, but the goal was OK.

I wouldnt be suprised to see a fine or a game, it was an elbow to the back of bollands head. I also wouldnt be suprised to see nothing. I wouldnt be pissed either way it wasnt super malicious or anything just poor timing and kubina needs to keep his arms down.
