It's a number ESPN makes up. Statistics record things that actually happened.
QBR is just another useless stat like completion percentage.
Any sort of ranking system based entirely on statistics is bound to be controversial. Just ask the NCAA.
That said, anyone that doesn't think Philip Rivers is the #2 QB in the entire NFL is a moron, so in this case QBR is accurate.
QBR isn't based in statistics, though.
