The NFL needs a team like the Browns to be the laughingstock. I agree in keeping them in the League of 16.

Since the NFL is a business couldn't you simply take the 16 wealthiest franchises? Since the wealth of a team probably goes hand in hand with how large their fanbase is it's a pretty safe route.
It's just a list of teams that have the richest history or tradition and success. I wouldn't have included the patriots on this list before the last decade for example.

This is America. If the NFL were to be cut in half, the most profitably teams would stay. Sorry Raiders, Bills, Lions and Browns.
