Since the NFL is a business couldn't you simply take the 16 wealthiest franchises? Since the wealth of a team probably goes hand in hand with how large their fanbase is it's a pretty safe route.

One could argue this. Alternatively, you could look at this as simply a fan and go by tradition, success, and/or importance to the league ignoring money.

I guess I was looking at this as taking the entire history of the NFL and the teams I would keep are the ones with the historic moments or periods that the NFL would be less for not having. The Lions and Eagles are the only teams I would think would be in jeopardy of being replaced... and they even both had some championship stretches.
