There are some occasions where only one person deserves it. Officials don't really care about guys staring each other down. Timmo was getting grabbed and was hit a few times and he didn't retaliate (because the other Blackhawk was holding him). That's how you get a single roughing call.

The thing I don't understand is when one guy gets a fighting call and the other doesn't. Just call a major roughing penalty.
