Here's something else I am having trouble understanding.

They say forcing visor use is a player safety issue. They say changing icing is a player safety issue.

So how can they suggest forcing 6' 7" Ben Bishop to use the same size leg pads as the elfin Jose Theodore? Are goalies not players that need to be protected?

Brodeur suggested years ago when he was on the competition committee that they establish a ratio for the size of goaltender equipment. Makes too much sense.

Ref can determine that the defender will get there first and negate the need to actually touch the puck. It is to prevent the defender from going to touch the puck the the forward from crashing into the defender and sending both crashing into the boards.
