That number seems very high.
Unemployment rate at what, somewhere between 13-15%

Unemployment is meaningless, especially in a crisis. Folks who got their hours cut, or lost their second jobs, or have added expenses in the effort to quarantine, or who got sick with the virus and suffered losses to medical bills, and so on, wouldn't necessarily show up in unemployment, but also would have lost the means to cover their rent. Not to mention those who were unemployed earlier, and then got jobs back in the last couple weeks as the economy tried to open, who might still be waiting on their first pay check since finding a job again.
